Response to the Pappas Report
LAKELAND,
FL (January 23, 2007) - The delivery of higher education is critical to the future of Florida. I am proud of our USF campuses and how together we serve the state in providing undergraduate and graduate programs which prepare our students to serve the state and the nation.
The Board of Governors hired the Pappas Consulting Group to conduct a thorough examination of the Florida’s higher education system and to make recommendations on growth, cost, and delivery of higher education. The consultants will be presenting their report to the Board of Governors during this week’s Board of Governor’s meeting. The presentation initiates what will, no doubt, be a long policy discussion throughout the state with key stakeholders including the Board of Governors, the Florida Legislature, Governor Crist, state higher education leaders including university trustees and presidents, as well as the public.
The Report contains many recommendations on undergraduate and graduate education and funding of higher education. Some of these recommendations, if implemented, would have a direct impact on USF. While it is my firm belief that USF’s existing structure serves as a model and is both effective and responsive to the needs of our diverse constituencies, I recognize it is important to have honest dialogue about the future.
The Pappas Report provides a snap-shot of the current system and makes important assessments of some of our current processes and systems. It is a good place to start the conversation. The Board of Governors will direct the discussion; Chancellor Rosenberg has scheduled a public hearing on February 27, 2007 in Orlando to ensure all voices can be heard. I applaud him and the Board of Governors for being thoughtful in their response and providing an opportunity for all interested parties to respond.
I believe additional private and public resources are needed to strengthen and focus the important work of universities throughout the state. The Pappas Report focuses the state-wide discussion on the strengths and weaknesses of our current delivery system. As such, it will help focus key conversations in the upcoming months. Be assured we will be fully engaged in the policy discussions and will work closely with tour Board of Trustees, he Board of Governors, the Legislature, and Governor and all important stakeholders to ensure USF continues to prosper and fully serve our constituents.
